    I guess I can start answering this from broad to specific. A consumer protection organization does not force a business to take action. They file notices and help to inform the public of problems. You will not recoup money from filing a complaint with them, only help to protect others in the future. It may also hurt you in court and can be used as evidence against you by them if you did end up suing. That is not to say it is a bad idea, I recently filed a complaint with the Better Business Bureau on a vet we had used.
