How do you legaly change your name?

i would like to start a letter campaign for my human services class. does any one know how i could go about doing this. the letter is already written up..

I am afraid that my life has taken a turn for the worse lately but I will spare you the details for the fear of you losing interest in this question and because the situation I am facing is quite complex.. . Anyways, I see writing to God as a form of relief but I am not sure if this is acceptable to do because according to the church you are suppose to communicate to God through prayer.. . So what do you Christians think of this? Is it a bit out of custom?.

I'm an engineering student and one of my projects this year is to research a steel building for a steel design class. The building we've chosen is the Great American Tower in Cincinnati. It would make the project a lot easier if we could get a hold of the plans. Is there an easy way to find those or do I pretty much have to try to ask the GC (general contractor) for them? I know DOT (district of transportation) road plans have to be released to the public and are fairly easy to find but I have no experience looking building plans.. . I'm guessing this is probably regulated now that terrorism is a big scare. Is there a process I have to follow to get them? Unfortunately I don't live in Ohio so I'm not able to head to the local government office and ask to see their copy. Would it be common for a company to release their plans to the public in their full form? I know they usually have to talk to the local community with a dumbed down version to appease any unhappy people but I don't know all that is involved in that process.. . Thanks!.
