You need to track down WHO lost your paperwork. ALWAYS..ALWAYS..attach a letter of transmittal (DA form 200) to ANY paperwork you submit to finance or personnel. ALWAYS. That way you will always know where it is.. . Use your chain of command and document it. I would put my request, in detail, in writing and submit that through your chain, Insinuate that the next step is the IG because you have no other recourse.. . That way when you do go to the IG you have poof you tried to use your chain.
