What are the components of a stand out cover letter?

I'm filling out an application for Napa Valley college(community college). In the last page, in the . "supplemental questions" section..It asks for the amount of dependents. Whether its in the household, or my own is not clear to me. I don't have any kids, but I have 4 brother/sisters. Would the dependents be 0, or 5 (myself included)?.
