We're interested in the house-- fully... but don't want them to think they need to get other offers, I don't know, does it matter basically?     Long story short: Every time I see that I need to submit a cover letter with my resume, I freak out. This is the first impression! How do I make it a good one? I am very qualified for these positions but I don't know how to put that into words that won't be so mundane and boring to the hiring manager!     You are over thinking here. Almost all employers are more than willing to give good references if you have been a reasonable and reliable employee. Just ask. The personal letter that he/she will probably write is much better than any form letter that you could find.. . PS: A little confusing here. Are you just asking for a letter from your current employer or are you asking from a former employer. You don't need a letter for your current employer. A face to face is much more personal and will probably get better results.
