Under 16 and you need the written consent of (in this case) both your mother and step-father, i would suspect as you are changing your name from your step-father, however you might just need your dad's consent for it. When you are over 16 you have the free will to change your name to what you pease by deed poll and shouldn't really have a problem doing it.
